Mutare man in court for ‘setting up’ own tollgate

MUTARE -A Mutare man is in court for allegedly setting up an alternate cheap tollgate at his farm allowing motorists to bypass a Zimbabwe Roads Authority (ZINARA) tollgate at 22 Miles on the outskirts of Mutare.
Padina Dzumbira is appearing before Mutare Magistrate Perseverance Makala as a self-actor.
He is pleading not guilty to contravening Section 3A (3) of Statutory Instrument (SI) 250/21 of the Toll Road (National Road Network Amendment).
The SI bars the use of a private bypass road falling within a kilometer of a tollgate unless authorized by the Minister of Transport and Infrastructural Development.
Prosecutor Sharon Chibvongodze produced Close Circuit Television (CCTV) footage which showed vehicles bypassing the ZINARA tollgate only to emerge at Dzumbira’s farm, a few metres from the tollgate.
ZINARA employees also testified and said they saw motorists by-passing the tollgate and emerging at Dzumbira’s farm.
The court could not establish when the tollgate was setup or how much Dzumbira was charging motorists to cross through his farm.
Dzumbira told the court that he sells fresh farm produce and vehicles pass through his farm either to buy fresh farm produce from him or will be heading to other farms.
