CHIVHU – The Deputy Minister of Health and Childcare and Chikomba West MP, Dr John Mangwiro has been reported to the Zimbabwe Anti-Corruption Commission (ZACC) over alleged abuse of Constituency Development Funds.
Councilors who spoke to the Mirror on condition of anonymity said that they have not seen any CDF being used in their respective wards since 2018. An MP gets an equivalency of US$50 000 every year for use on development projects in his area.
Ward 8 Chigara Community Coordinator Augustine Bagu confirmed a petition sent to the Zimbabwe Anti-Corruption Commission (Zacc) to investigate Mangwiro over alleged abused of CDF.
Asked for comment, Mangwiro said he had been busy with State business and would soon avail to the Constituency RTGS$$ 2 356 306.75 for 2021 that is in the bank. He asked The Mirror to verify his busy itinerary with the Speaker of Parliament Jacob Mudenda.
Mangwiro also told The Mirror that he has been unwell hence his unavailability to deal with the issue. He said that he was prepared to clear his name with ZACC
He described the accusation as an insult coming from people with an ulterior motive and added that he was ready to clear his name.
Bagu told The Mirror that Chikomba Chief Executive Officer (CEO) Bulen Chiwara, the District Development Co-ordinator (DDC) Michael Mariga, Chikomba, Mangwiro and State security agencies came to threaten people who sent the petition to ZACC.
In an interview with The Mirror Chiwara denied to comment saying he needed to be excused from the issue.
“I cannot comment on that one, can you please excuse me from commenting such issues,” he said.
Chikomba District Development Coordinator Michael Mariga could not be reached to give a comment as his mobile phone went unanswered.
Bagu said there was no transparency in the running of the CDF and said people were in the dark on how the Deputy Minister used the funds in 2018, 2019 and 2020.
“We were told in 2018 that a sum of $50 000 was disbursed for the construction of Chigara Clinic and there were further disbursements in the subsequent years but there is no development on the ground.
“The case is now with ZACC. Following our petition, the DDC, CEO and security agencies came to intimidate us on why we wrote the petition,” alleged Bagu.
“The CDF is being used transparently and there is no wrongdoing. The Speaker of Parliament Jacob Mudenda can testify to the fact that I have been busy with State duties but now we can start releasing to the constituency the money in the account,” said Mangwiro.
Mangwiro said the money is for 2019 – 2021 CDF disbursement.
The matter came to the fore after councilors from wards that are under MPs Francis Mhona and Sekai Nzenza reported projects undertaken in their areas using CDF from their legislators.
“We have failed to get access to the CDF funds which is supposed to be developing our wards. We made several follow-ups with the MP but we got nothing,” said one of the councilors.
