Gov sends investigators to Gokwe Town Council



GOKWE – The Ministry of Local Government and Public Works has dispatched a team to investigate poor administration at Gokwe Town Council.
The local authority’s 2024 budget hasn’t been approved over maladministration.
Ministry spokesperson, Gabriel Masvora confirmed the development in an interview with The Mirror.
“Yes, the Ministry has dispatched a team to probe a number of malpractices at Gokwe Town Council. However, at the moment we cannot divulge to the public exactly what issues are being looked at as this might jeopardise the process,” he said.
The Mirror has a copy of a letter written by the Minister of Local Government Daniel Garwe dated May 16, 2024, tasking the investigation team to investigate poor administration and staffing issues.
“In conducting the inquiry, you will be guided by terms of reference including the investigation of legal and procedural issues surrounding the reinstatement of Mr Nhlopo Dube the administrative officer after eight years, resulting in two employees on the same post.
“Also, to analyse the council organogram and probe possible breach of the same by recruiting or filling in unsanctioned posts and possibilities of irregular replacement…,” reads part of the letter.
The local authority is operating without an approved budget and has had three acting secretaries in less than a year.
Melania Mandeya is the last substantive Town Secretary. She was dismissed for abuse of office in February 2020.
She was jointly charged with the Finance Director Joconia Nyoni for purchasing a 10 KV /10 KWA solar power system from Nerenchia Power Rite Company for US$14 792.50 but paid US$325 435 using the official foreign currency exchange rate thereby prejudicing council.
They were both dismissed and Joseph Madlokuwa was appointed acting Town Secretary. He was dismissed by the Ministry of Local Government for not having the requisite qualifications
Alexander Nyandoro took over the post in an acting capacity in 2021 and was forced to resign last year following allegations of abuse of office. He reverted to his former post as Chief Administration Officer.
Nyoni was reinstated by the Local Government Board in September 2022. He was also appointed on an acting basis from December 1, 2023 and resigned from the post barely four months later citing an unhealthy working environment.
Engineer Melsen Masukume was then appointed as the acting Town Secretary a few weeks back.
