Gweru – Tongogara Rural District Council Chief Executive Officer Brian Rufasha (48) who was fired recently for abuse of office appeared at the Gweru Magistrate Court on criminal abuse of office charges involving US$67 000.

Rufasha allegedly paid US$67 000 for a backhoe loader to a company that had no capacity to supply. He also faces another charge of fraudulently taking over a stand that belonged to a divorced woman.

It is the State case that sometime in 2018 Tongogara RDC decided to purchase a backhoe loader and invited bids for the supply. Several companies including Pelgin Consultancy submitted bids and a team was formed to investigate the capabilities of the companies.

A report was issued to the effect that none of the bidding companies had the capacity.

Rufasha allegedly ignored the report and awarded the tender to Pelgin Consultancy which did not even have an active workshop. He allegedly paid the company but it never delivered the equipment.

In the second charge Rufasha allegedly misinformed Sipiwe Tambaoga who was granted a commercial stand at Tongogara during divorce that the stand was repossessed by council for lack of development.

He allegedly paid the woman US$500 but it later emerged that the stand was never repossessed and the case was reported to the Police.

Rufasha appeared before Magistrate Edwin Marecha and was remanded to June 12, 2021 at Shurugwi.
