Council officials are said to be siphoning millions of dollars from local authorities through workshop and meetings allowances and walking away with Z$12 million or US$1 000 in 5 days. Auditor general, Rhea Kujinga has in her 2022 audit report expressed concern at the untaxed benefits that council managers are receiving. These benefits are earned at a time when least paid Council workers get monthly salaries of US$30 plus $290k bond. Pres Mnangagwa was the next to warn councils against rampant mismanagement and corruption at a meeting of senior executives in Harare last week.
