ZVISHAVANE – Zvishavane Town has removed its Acting Secretary, Allan Chaparadza from office for alleged incompetence and appointed internal auditor Max Mugandani to the post.
The developments are contained in letters signed by the local authority’s chairperson Takarangana Keta.
The resolutions say that the changes are with effect from Monday (September 16).
Chaparadza who was appointed acting town secretary in 2022 returns to his substantive post as the credit controller.
He was dismissed for among other things changing the required qualifications in an advert flighted for the post of substantive town secretary. Council hence accused him of dragging it back in terms of recruitment of senior staff due to his conflict of interest.
Chaparadza also allegedly made slow progress in the recruitment of a Central Administration Director to fill the vacant post.
Efforts to get a comment from Chaparadza were futile.
“With reference to the resolution made last Friday you are being relieved of your duties as the Acting Town Secretary and therefore you are reverting back to your substantive position of being the credit controller. You are therefore required to do proper hand-over take-over to Max Mugandani,” read the letter.
“With reference to a resolution made last Friday. We have appointed you to the office of Acting Town Secretary with immediate effect. Therefore you are required to do proper hand-over take-over with the outgoing Town Secretary Allan Chaparadza. Council wishes you well in this new appointment,” reads Mugandani’s appointment letter.
